City of Springfield Landfill Facility Improvements – IFB 086-2020

The City of Springfield will accept electronically submitted bids through its’ e-bidding service provider, DemandStar, from qualified persons or firms interested in providing the following projects at the Springfield Sanitary Landfill located at 3545 W. Farm Rd 34, Willard, MO 65781 per the specifications and drawings. All work has been categorized in three (3) phases which indicate priority. Scheduling of the work is flexible upon City acceptance. The City intends to award all three phases but has the right to award any combination of phases if necessary.

Phase 1: Noble Hill Sanitary Landfill Facility Improvements East Entrance
o Construction of new entrance and small load convenience area;
o Demolition of existing scales and scale house;
o Installation/construction of new scales and scale house;
o Alternate for repair and overlay of existing asphalt pavement.

Phase 2: LFFI.E Maintenance Building Improvements
o Additional bay added to the existing maintenance building;
o Relocation of existing electrical service for new transformers and service to Phase 3 building.

Phase 3: Landfill Facility Improvements West
o Site Improvements
o Construction of new 60’ X 116’ PEMB 5 Bay for Equipment Storage, Storm Shelter & Fitness Area;
o Alternate for One (1) Additional PEMB Bay 22’ X 60’, Rock Drive and Pad;
o Employee Drive Entrance Improvements – Security Fencing, Lighting and Access Reader.

It is strongly recommended that vendors register with DemandStar as soon as possible to ensure your ability to provide a response to this solicitation by the due date and time.

Bids must be received electronically in the City’s e-bidding service provider DemandStar by 3:00 P.M. CST on TUESDAY, JUNE 2, 2020.

PRE-BID CONFERENCE: A pre-bid conference will be held on April 30, 2020, at 2:00 pm CST via videoconference through Zoom. To participate, email the Buyer, Margaret Juarez ( for the link and password. The Pre-Bid Conference is not mandatory; however, attendance is strongly advised. Failure to attend may be addressed during the evaluation process.
