Request for Qualification – Renew Jordan Creek – Main to Boonville (2019PW0073)

Request for Qualifications (also referred to as RFQ) for Construction Manager At Risk (CMAR) Services
for Renew Jordan Creek – Main to Boonville

The City of Springfield is soliciting letters of interest and qualification statements from firms interested in
providing Construction Manager at Risk (CMAR) services for the design and implementation of Renew Jordan
Creek – Main to Boonville (herein referred to as “the Project”). An example scope of work for Construction
Manager at Risk services is provided in the attachments as Exhibit D.

The Project is an initial downstream phase in a planned multi-phase project to revitalize Jordan Creek through
downtown Springfield, Missouri. The project’s primary objectives are to reduce flood damages to property and
infrastructure from recurrent flooding, renew this area of downtown for enhanced economic development, and
improve water quality in Jordan Creek. It is envisioned that “daylighting” of large portions of Jordan Creek,
which are currently confined to underground box culverts, can transform Jordan Creek into a community
amenity by adding thoughtfully integrated hardscapes and greenspaces to the downtown environment.

SOQ Submittal Requirements:
Qualified firms desiring consideration are invited to submit their digital (PDF) SOQ at no cost to
kpreston@springfieldmo.gov. SOQ submissions are due no later than November 16, 2020 at 1:00 PM central
time. Only firms that submit digital SOQ by the deadline date and time will be considered for review of
qualifications. Failure to submit a complete SOQ will be considered non-responsive and will not be considered.
No cost estimates or fee schedules shall be included in the SOQ.

SOQ Evaluation and Selection:
Each firm’s SOQ will be reviewed by a selection committee comprised of selected representatives from City of
Springfield departments including City Staff (Principal Engineers, Stormwater and Transportation Project
Managers, Director of Quality of Place), Engineer/Landscape Architect of Record, and stakeholders. The Firm’s
SOQ will be evaluated considering the areas as outlined in this RFQ for Phase I selection.

All inquiries on this Request for Qualifications should be directed to kpreston@springfieldmo.gov. The last day
for questions prior to SOQ submittal deadline is November 9, 2020 by 5:00 PM Central Time. Questions
received after this deadline will not be answered. The last day for posted addenda to the RFQ will be November
10, by 5:00 PM.
