Bid Document:  Item #1:  Updated Notice to Contractors – Bid date has been modified to reflect a bid due date of Thursday, April 29th, 2021 at 2 PM prevailing local time.

NOTICE TO BIDDERS

 Sealed proposals, addressed to the Greene County Purchasing Department, 1443 N. Robberson, 10th Floor, Springfield, Missouri 65802, and endorsed “Proposal For Constructing Roadway Improvements at Farm Road 115 & State Highway EE, Greene County, Missouri, Bid #21-10854” will be received by Laura Merriman, Purchasing Director, Greene County, Missouri until 2:00 o’clock P. M., Prevailing Local Time, April 27th, 2021, at the Greene County Purchasing Department, 1443 N. Robberson, 10th Floor in Springfield, Missouri, and at that time will be publicly opened and read at the Greene Purchasing Department Conference Room, Springfield, Missouri.

The project consists of Roadway widening with 2,063 SY of full depth pavement, two box culvert extensions, 247 SY of Commercial Driveways, 225 LF of RCP, 10 Flared End Sections, 280 CY of excavation, 10,000 CY of embankment and subgrade stabilization.

All bidders must be approved to work on state right of way, and complete MoDOT permits projects prior to the bid opening date. All bids shall be submitted as a hard copy. The Greene County Highway Purchasing assumes no liability for mailed or shipped bids failing to arrive prior to the closing of bids.

The Wage Rates applicable to this project have been predetermined as required by law and are set forth in the bid proposal. When Federal wage rates are applicable and included, this contract is subject to the “Work Hours Act of 1962” (P.L. 87-581; 76 Stat. 357) and implementing regulations. By virtue of statutory authority, preference shall be given on other than Federal Aid Projects to materials, products, supplies, provisions, and other articles produced, manufactured, made, or grown within the State of Missouri where same are of a suitable character and can be obtained at reasonable market prices in the State, are of a quality suited to the purpose intended and can be secured without additional cost over foreign products or products of other states.

The Greene County Commission hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry or national origin in consideration for an award.

Bidders are informed that all contractors are subject to full compliance with all applicable laws, ordinances, rules and regulations and the requirements of the Equal Opportunity Act as it is not the intent of the owner to arbitrarily dismiss any authorities.

Plans and specifications will be available on March 31, 2021 and may be purchased through Springfield Blueprint, 219 E. Pershing, Springfield, Missouri 65806 (417) 869-7316, or through Engineers Reprographics, 1600 E. St. Louis St, Springfield, MO 65802 (417) 869-2222.

The character and amount of security to be furnished by bidders is stated in the contract documents mentioned below. Proposals must be on forms provided and all unit price bids, extensions and total provided thereon shall be completed fully.

The right is reserved to reject any or all bids.

The contract will be awarded to the lowest, responsive, responsible bidder.

No bidder may withdraw their bid within 90 days after the actual date of the opening thereof. Laura Merriman, Purchasing Director
