Notice No. 2732

Sealed bids for the Jefferson Avenue Footbridge Rehabilitation STP-5903(803) project will be accepted at the City of Springfield, Busch Building, 840 Boonville, Springfield, MO 65802 until 10:30 a.m. on October 19, 2021 and then publicly opened and read aloud in the 2nd floor West Conference Room of the Busch Building. Bids received after 10:30 a.m. will be returned unopened.

This project consists of the rehabilitation of the Jefferson Avenue Footbridge. The existing structure will be rehabilitated according to the plans, which consist of 25,066 pounds of structural steel, removal and replacement of wood decking, installing two elevators, replacement of stairs, and lighting for the structure.

Pre-bid Conference/Site Investigation: A pre-bid conference will be held at 2:00 p.m. on Tuesday October 5, 2021, in the 2nd floor West Conference Room of the Busch Building. All Bidders are encouraged to review the work site and attend the Pre-bid Conference. This conference will also be available virtually.

A certified or cashier’s check or bid bond in the amount of 5 percent of the bid shall be submitted with each proposal. Note all labor shall be paid Missouri Prevailing Wages and/or Federal Davis-Bacon Wages, whichever is higher. The City reserves the right to reject any and all bids and to waive irregularities in bids.

Bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, current version including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.

DBE goal for this project has been set at 5%.

Second tier subcontracting will not be permitted on the project.

The City of Springfield, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin

The project will be awarded to the lowest, responsive, responsible bidder.

Contractors and subcontractors who sign a contract to work on public works project must provide 10-hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within (60) days of beginning work on the construction projects.

The City is committed to providing opportunities to DBE, MBE, and WBE prime, general, and subcontractors and encourages such business enterprises to submit responses.

The owner will award this project to the lowest responsive, responsible bidder. The owner reserves the right to reject any and all bids, and to waive any irregularities in the best interest of the owner with MoDOT’s consent.
