Grant Avenue Parkway Industry Meeting & DBE Mixer

NOTICE TO CONTRACTORS, CONSULTING ENGINEERS AND LANDSCAPE ARCHITECTS (PROPOSERS)

Stage 1 – Request for Qualifications (RFG) shall be issued by the City of Springfield (City) for the Grant Avenue Parkway (GAP) Design/Build Project, Federal Job Number BUILD-5901(816) on April 1, 2021. The City will utilize a three-stage process to determine the successful design-build proposal for awarding a contract. A virtual Industry Meeting will be held Thursday, April 1, 2021 at 10:00 am, immediately followed by a Disadvantaged Business Enterprise (DBE) mixer. The City will review the Grant Avenue Parkway RFQ, timeline, project goals, and additional project information. Upon completion of the Industry Meeting, the City will release State 1 – RFQ, requesting statements of qualification from interested Proposers. State 1 – RFQ documents including procedures for submitting statements of qualification will be posted to the project website and available for download at: https://grantavenueparkway.com/.

The GAP Project is located along Grant Avenue from one of the city’s major economic hubs at Sunshine Street in the south to a proposed Center City loop around Springfield’s historic downtown and the IDEA Commons at Park Central West to the north. The Parkway will start Downtown and end at Sunshine Street, including bike and pedestrian friendly facilities, various traffic-calming improvements, utility upgrades, fiber connectivity and additional crossing and intersection improvements.

The successful Proposer will be responsible for management, design, construction, quality assurance and quality control of the Project.

The GAP Project Industry Meeting will be conducted virtually and will require registration to attend. Included as part of GAP Project Industry Meeting will be a DBE mixer and opportunity for DBE contractors, engineers, and landscape architects to present an overview of their firm and qualifications. To register for the Industry Meeting and DBE mixer, an interest form must be completed at https://grantavenueparkway.com. A City meeting location will not be provided. Questions, comments, and concerns can be submitted through the chat feature of the virtual meeting only. City attendees will include representatives from project team and engineering firm(s) serving as the owner’s engineer.
