Federal Pavement Resurfacing Project

INVITATION TO BID No. 2755

Sealed bids for the 2024 Federal Pavement Resurfacing Project STBG-5900 (851) will be accepted at the City of Springfield, Busch Building, 840 Boonville, Springfield, MO 65802 until 2:00 p.m. on Tuesday, July 9, 2024 and then publicly opened and read aloud in the 2nd Floor West Conference Room of the Busch Building. Bids received after 2:00 p.m. will be returned unopened.

This project consists of approximately 403,000 square yards of asphalt milling and repaving 1.75 inches, thus including an estimated 39,000 tons of asphalt along various routes within the City of Springfield. In pavement traffic signal vehicle detection wires will be damaged as a result of milling near some intersections, thus requiring the replacement of up to 2,800 linear feet of detection wiring. Some locations involve asphalt rejuvenation near railroad crossings, which will require the contractor obtain the necessary agreements and insurance requirements to work
within railroad right-of-way.

Pre-bid Conference: A pre-bid conference will be held at 2:00 p.m. on Wednesday, June 26, 2024 in the 2nd Floor West Conference Room of the Busch Building, 840 N Boonville Ave, Springfield, MO 65802. All Bidders are encouraged to review the work sites and attend the Pre-bid Conference.

A certified or cashier’s check or bid bond in the amount of 5 percent of the bid shall be submitted with each proposal. Note all labor shall be paid Missouri Prevailing Wages and/or Federal Davis-Bacon Wages, whichever is higher. Bidders must be on MoDOT’s Qualified Contractor list per Section 102.2 of the Missouri Standard Specifications for Highway Construction, current version including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.

Contractors and sub-contractors who sign a contract to work on this project must provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees.

The DBE Goal for this project is 3%
