For
Osage County PWSD No. 3
Linn, Missouri

Sealed bids, addressed to Osage County Public Water Supply District No. 3, will be received until 1:00 pm on Friday, September 27, 2024, at the office of Bartlett & West 1714 E. 10th Street, Rolla, Missouri 65401, after which they will be publicly opened and read aloud. Bids may also be mailed to P.O. Box 700, Rolla, MO 65402.

This Contract shall consist of furnishing and installing all the necessary labor, materials, equipment, tools and services necessary to perform and complete in a workmanlike manner all work required for the construction of the Project, in strict compliance with the Contract Documents herein mentioned. This project consists of approximately 13,921 LF of 6ӯ Water Mains with PVC SDR-21 or HD Polyethylene Plastic DR-11 Piping, with Gate Valves, Fire Hydrants, (6) Combination Air Release Valves, (4) Water Line Connections, (3) Service Lateral Connections, (3) State Highway Bores, (4) Creek Crossings, (1) Pressure Reducing Valve, (2) Concrete Utility Vaults and all related components to complete the project detailed within.

The Engineer shall conduct a pre-bid conference at Osage County PWSD No. 3 office, 15 County Road 305, Linn, Missouri 65051, on Friday September 13 at 1:00 pm. All Bidders are encouraged to attend if they have questions or desire to comment on the project. Inspection of the work site will follow.

All bids shall reflect payment of not less than State of Missouri prevailing wage to be paid to all workers performing work under this contract in accordance with all requirements of Sections 290.010 through 290.580 RSMo. All contractors or subcontractors doing work on the Project must require its on-site employees to complete, the ten-hour safety training program required under Section 292.675, RSMo.
CONTRACT DOCUMENTS may be examined at the offices of Bartlett & West, Rolla, or American Document Solutions. CONTRACT DOCUMENTS were submitted to https://www.adsplanroom.net; eplan@eplanbidding.com; constructconnect.com; leads.construction.com, and buildersepr.com.

To be eligible to Bid, CONTRACT DOCUMENTS must be obtained ONLY from American Document Solutions either at https://www.adsplanroom.net or at their office found at the address below. Purchase price of the bid documents will be provided upon request from American Document Solutions. All purchases are Non-refundable. Checks shall be made payable to “ADS” and mailing costs are the responsibility of the bidder.

Payment will be made in accordance with the provision of the terms of payment in the Contract. Bids shall be submitted on the provided forms in the Contract Documents. Bids shall be accompanied by Bidder’s certified check or Bid Bond in the amount of five percent (5%) of the Bid Price in accordance with 10 CSR 60-13.020 2(I)(5B). Prior to Contract execution, the successful Bidder will be required to furnish Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract amount. In accordance with 2 CFR 200.326 (b and c). The successful Bidder will be required to furnish insurance.

Bidders will be required to submit a summary of their qualifications on the forms included in the specifications. A qualified bidder must have a minimum of five years previous potable drinking water infrastructure construction experience. A work experience summary and references must be provided substantiating this minimum experience as a part of the bid package.

This contract will be awarded on the basis of the lowest, responsive, responsible bidder on the firm fixed unit price bid. Contract award will be made only to responsible contractors possessing the ability to perform successfully, which will be determined by considering such matters as contractor experience, integrity, number of previous project change orders on referenced jobs, compliance with public policy, record of past performance, and financial and technical resources.
