Excel Utility Contractors is seeking bids for a contractual agreement for restoral work on a private street sign that has been damaged on Highway D and Know-it-all Lane near Rogersville MO. This is a lump sum project, and the bid price must accompany all of the costs you expect to incur, including licenses and or any permits required to complete the project. IT IS HIGHLY RECOMMENDED THAT A SITE VISIT TO THE LOCATION BE MADE PRIOR TO ANY BIDS AS THIS WILL BE A LEGALLY BINDING CONTRACT.

The full extent of the damage to the custom-made sign is not known. The sign is comprised of custom sized rock pieces, that may or may not be reusable. If not able to be reused, new pieces that line up with the structure may need to be purchased or made. The decorative stone structure is apx 4-5 feet high and encases a custom-made metal post for the private lane sign, as seen in the pictures. There is reason to believe that the metal structure is bent, but it is not known if it can be restored and may need replaced fully. The base of the structure is likely encased in concrete, and the extent of the damage to that footing is not known.

There is a hook attachment that is likely welded into the metal structure that is also holding the nearby fencing, which remained undamaged. Once restored, the fencing must be reattached to that structure.

The goal is to restore the structure to the original look and function as much as possible.

You are required to be licensed and insured for this project and you must guarantee your work free of defects for a period of up to 5 years, which is the general liability threshold for the state of Missouri. Acts of God or nature will only exercise the guarantee of your work if it is found that the craftsmanship of the work did not hold up to reasonable conditions, such as weather and other forces of nature not to include extreme conditions. Your general liability insurance must be on file before you start the project, and it must cover the work you are doing.

You will be responsible for all tools, equipment and material, there will be no monetary change requests allowed if you underbid the project or if there are unforeseen circumstances for restoral. The general restoral period will need to be within the next 3-4 months, before Winter weather sets in. The drop-dead date for restoral will be 11/1/2023.

Excel Utility Contractors will retain the exclusive right to terminate this contract at any time if it deems that you are not restoring the private sign in a fashion that is necessary to bring the structure back into reasonable original conditions. The contract can also be terminated if the structure is not restored by the 11/1/2023 drop dead timeframe. In that instance, the next progression of payments will be withheld (as noted in the payment progression schedule below). Excel Utility Contractors may elect to extend the timeframe for restoral if all parties agree on the extension.

General cleanup work and site restoral will also be required at the completion of the repair. This will involve seeding and strawing the area around the work site and ensuring that the ground is fairly level to the satisfaction of Excel management.

Payments will be split into THREE separate sections of the full bid amount based upon the amount of work completed on the structure and will be subject to the determination of Excel Utility Contractor management about where the restoral currently stands for payment.

-1st payment will be made after the project has been started for restoral and inspected by management.

-2nd payment will be made when progress is deemed half restored and inspected by management.

-3rd and final payment will be made when progress and restoral is fully complete, along with any and all cleanup work around the vicinity of the work site. This also includes reattaching the fencing to the structure in a secure fashion. Project completion and final payment will only be upon a final inspection signed off on by Excel management.
