BIOGAS TO RENEWABLE NATURAL GAS
DESIGN-BUILD, OPERATE, MARKET
REQUEST FOR QUALIFICATIONS APRIL 2024

Qualified Firms and/or Teams are invited to submit qualifications to provide Design-Build Services for Renewable Natural Gas (RNG) project(s) at various City facilities. This Request for Qualifications (RFQ) has been issued by the City of Springfield Environmental Services Department (City) to solicit statements of qualifications and subsequent proposals for the design, construction, startup, performance testing, operation of renewable natural gas (RNG) plants at the City of Springfield’s Noble Hill Landfill (Landfill) and Southwest Wastewater Treatment Plant (SWTP). Qualified responders will be able to market the RNG and environmental attributes associated with the project(s). Statements of Qualifications (SOQ’s) shall be submitted to the Attention of Cara Burch, Environmental Services, at City of Springfield, Busch Building, 840 N Boonville Ave Springfield, MO 65802 by 3:00 PM CST, MAY 8, 2024.

The Landfill is located at 3545 W. Farm Road 34, Willard, MO. The SWTP is located at 3301 S. State Highway FF, Springfield, MO. The Landfill currently accepts about 350,000 tons/year and has reserve capacity such that it is expected to remain open until 2072 or beyond. The SWTP has a design capacity of 64 million gallons per day (MGD) and currently treats about 35 MGD.

The RNG from both RNG plants will be delivered into a local natural gas distribution network, which could be owned and operated by City of Springfield City Utilities, Southern Star Natural Gas or Spire Missouri West Natural Gas. The SWTP RNG plant is expected to interconnect with City Utilities at or near the SWTP. The Design-Builder is free to negotiate an interconnect location with whichever utility and location provides the best overall project value. The Landfill is expected to require a virtual pipeline, in the form of transport trucks, to deliver the RNG to a point of injection to the pipeline network.

Each SOQ Submittal must contain all information required to be submitted by this RFQ. Incomplete Qualification Submittals may be rejected as non-responsive.
