RFP 60830 Step 2 – SpringNet Fiber Optic Network Expansion Construction Management Partner

Notice to General Contractors:

Step 1 (Request for Qualifications) for RFP #0000060830 for SpringNet Fiber Optic Network Expansion Construction Management Partner was posted on August 13, 2019. City Utilities (CU) evaluated the submitted proposals and established a competitive range to determine which bidders qualified for Step 2 (Submission of Pricing) as explained in RFP Section I.E:

The procurement method being utilized for this project is a two-step Request For Proposal (RFP).  Step 1 is a Request For Qualifications (RFQ) which is being utilized to identify the most qualified contractors based on the project’s unique requirements and constraints. This RFQ step is the initial inquiry regarding qualifications and capabilities of a potential Construction Management Partner NOT a solicitation for bids.  Pricing is not requested at this stage and should not be submitted.  Responses to this RFQ will be evaluated based on the criteria provided in RFP Section II-B (Evaluation and Selection Process) and those firms evaluated highest, as determined by City Utilities, will be designated as “Prequalified” and invited to participate in Step 2 of the RFP process- Submission of Pricing.  Step 2 will result in the ultimate determination of CU’s Construction Management Partner for this project based on a review of total cost as submitted by the Prequalified Bidder in response to the Step 2 bid form that will be provided.

Please note: Only bidders determined to be prequalified during Step 1 are eligible to submit a proposal for Step 2. Prequalified bidders can obtain a copy of Step 2 by contacting the Purchasing Representative (listed below).

Notice to Subcontractors:

If a company is interested in subcontracting work for this project, a list of prequalified general contractors and interested subcontractors will be posted to CU’s website at: after the pre-proposal meetings take place.

If subcontractors would like to attend one or both of the pre-proposal meetings, registration is required via email to no later than September 27, 2019.  Please indicate whether participation will be achieved in-person or online and include the name, email address and phone number of all that will be attending.  Confirmation of registration will be provided by CU that contains specific conference details including physical location or log-in credentials as applicable.

The dates and times of the Pre-Proposal Conference are as follows:

  • October 1, 2019 at 10:00 AM (CST)



  • October 3, 2019 at 2:00 PM (CST)
